Bucharest University of Economic Studies (BUES) conducted a survey on the main issues analysed and disseminated in The European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers. The questionnaire was constructed along the four dimensions: ethical and professional aspect, recruitment and selection, working conditions and social security, training and development. For each dimension, items were constructed so as to meet the 40 principles of the Charter and the Code for obtaining the label "Human Resources Excellence in Research".

The University initiated the steps to obtain the HRS4R label under the coordination of the Vice-Rector for Scientific Research, Development and Innovation and with the involvement of a Working Group (WG) consisting of seven people, before sending the Endorsement Letter. This team conducted a preliminary GAP analysis and evaluated the organizational characteristics of the University in order to identify potential actors in the HRS4R process.

The HRS4R strategy is a tool launched by the European Commission to support universities, research institutions and organizations that fund research in the application of The European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers, which aim to contribute to the development of a European labor market attractive for researchers.
