The HRS4R strategy is a tool launched by the European Commission to support universities, research institutions and organizations that fund research in the application of The European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers, which aim to contribute to the development of a European labor market attractive for researchers.

With / through the 'HR Excellence in Research Award', the European Commission recognizes the institutions which make progress in aligning their human resource policies to the 40 principles of the Charter & Code, based on a customized action plan/HR strategy.
